You might want to consider installing cygwin: http://sources.redhat.com/cygwin/ It creates a sort of linux emulation layer in windows and allows native linux apps to run in windows, such as diff and patch.

Bad advice. Even the Drupal Handbook contains this link: http://unxutils.sourceforge.net/UnxUtils.zip Native compilation of many Unix utils, incl. diff and patch. No need to bother with Cygwin.
