The drupal.org infratructure team based on the input of the developer community. Any change to the core repo is basically dependend on Dries' approval.
Further, I'd add the following for everyone to chew over:
C) Do we move everything at once, or do we just move core to the new thing, and leave contrib with CVS as an interim measure to prevent large-scale, simultaneous catastrophe on all sides? ;)
I think that assuming we 1) want to move at all 2) manage to agree on a system to move to and 3) Dries agrees with this would be a good plan.
D) Do we leave open the possibility that each project on d.o can choose if it wants CVS or XXX?
