I would add to that: 5. The theme must be accessible - at minimum Section 508 and WCAG Priority 1 compliant. Pushbutton has already been ported to PHPTemplate, and meets all of the above requirements. Note: Tables are perfectly valid XHTML, using them for page structure is discouraged - but won't invalidate a page. There are a lot of Drupal sites which have based their custom themes on Pushbutton, including it in core will give them a good starting point to transition to PHPTemplate.
