I think three months is a little short. There are many modules that don't need a whole lot of modification, and if the release cycles are 6-12 months, it would be easy for a module that is maintained to get incorrectly flagged.
I'm not suggesting direct action. I suspect 3 months is a good check to follow up with those module owners and/or have human review.
