The most often heard reason why people want to include 3rd party tools is "that it is easier for installation". What I am working at (and hopefully together with jmrenouard soon :)) is to develop a 3rdparty autopuller system.
Easier installation has two audiences: people doing lots of installations ("developers") and people doing one or two installations ever ("hobbyists").
Hope this somehow defeats the "but it is easier for installation to have it all together" arguments.
That argument is largely from the hobbyist, but your solution is only for people who have shell access on the server i.e. only the "developers". I'm not sure there is a really great solution - especially not for the hobbyist who doesn't want to learn the shell but does want to use 3rd party modules. Perhaps the CivicSpace started installer will provide some greater ease on this front? Or at least the fact that it will help making distros easier which will make bundling 3rd party code easier.
