This is already occurring in the form of Drupal releases.
I'm not sure quite what you mean. By specifically abandon, I meant that a module maintainer could flag a module as abandoned more programatic manner than just adding "I'm no longer updating this module" in the project body. Perhaps just a taxonomy for projects so the maintainer could select the status. andrew
