That is not the bootstrap process as such, but loading and parsing all the files, that is a general PHP issue. Two known solutions exist: Opcode caches or split mode. :)
Agreed. I read through a bunch of your posts about your experimentations with such, and decided it just wasn't worth bothering with. But it is worth remembering that drupal_goto is not a free operation.
