Not at all. I've been advocating usability improvements for 2+ years now, and we've rejected plenty of patches because of poor usability. We've also successfully refactored parts of Drupal to improve usability. Of course, there has been the occasional regression -- typically in exchange for improved flexibility. I'd like to believe that, overall, usability is improving.
And frankly, I have no idea what and how to include usability reviews in our workflow. Though they are very much needed.
The short answer is that it is not feasible on a per-patch basis, unless someone throws a lot of resources (time, money, usability experts) at this.
