Another thing that works very well: If you have a friend (or friends) who already has full-project privileges (formerly CVS access) then ask them to review. Reviewing is open to anybody. Just follow the guidelines suggested at http://drupal.org/node/1011698. Another point that will earn goodwill AND create more free time among the reviewers is helping other applicants. If you can run coder on the applications of other people and post the results as suggestions that will help. Then mention anything else you notice that could be fixed as well.
