Let incompetent CVS users release their modules on their own server (they're probably no good for drupal.org either) and educate them to get into version control and patches before they're granted a CVS account. In turn, give trust to the people who actually have proven to be worthy of a CVS account.
And just in case someone wants to imply that newbies can't get an account under that scheme: no, that's wrong. They just need to acknowledge that they are aware of their limitations in version control or open collaboration, and that because of this they won't randomly commit code into other modules that they have no clue about. So, trust doesn't need to be coupled with technical expertise, just with responsibility and knowledge of one's own skills.
