The devel module is indeed very handy for clearing the cache. However, in answer to your question, Larry: there are two things that are ALWAYS cached in Drupal - the menu tree, and the table of variables. There is no way to turn off caching for these two things. The 'cache' setting on the 'admin/settings' page only controls caching of themed page output. Cheers, Jaza.
