Wow. I have been working on something rather similar to this. For the last couple of months, as I have had the time, I've been working on a theme that has as one of it's features all of it's theme related stuff (but not including theme_ functions from the modules themselves) in separate .css and .tpl.php files per module or node type. I have so far only been working on core modules, but I did have in mind to include some of the more popular contrib modules later on. The reasoning behind it for me is that I wanted to create a them that I could use on multiple projects where I could easily modify the areas that needed modification and not have the other code be in the way. If I'm not using the forum module, then I don't have the forum markup to deal with.
