Yep, exactly. Hence "if the situation permits this". In some - yet rare - cases it's necessary for the JS to be omnipresent. Then you can not add it on specific pages. One important reason for this, is, that this way you won't present your users with tons of JS that you only use in the backend. JAvascript that they will never use anyway.
