That would still be possible by impersonating another user[1] (i.e. uid 1) and then setting the node author name to a different user. In general, I'm in favor of requiring #access at the base level of every form. I don't have a strong feeling about it on individual fields, but I feel like Larry's proposal is pretty strong.
