[support] can't turn off cache

Hi, recently upgraded to 4.6 Since then, the site became quite slow. The cache table seems to be causing a lot of the slowness. I turned caching off in administer.settings, but the cache table is still being written to and being queried. In other words, I can't manage to turn off the cache, and I believe the cache is causing serious performance issues. I spend the last few hours looking for answers in the forums and such, but couldn't find anything. Any pointers very welcome!
