[support] Upgrade Redirects to install.php

I have a site that is running Drupal 7.17 with a very standard set of modules and CiviCRM. When I upgrade the site all pages are redirected to install.php. I have checked and my sites folder is configured correctly and I have tried looking at the .htaccess files and anything else I could think of. I am at somewhat of a loss here.
