If the contact info is by phone, then a flexinode field for name and phone number is your best bet. Adding a field for email address as well is trivial. I don't think I'd use a user for this unless you're already going to have a large number of users active. If you want an email form, I'd just create one (various modules to do that in 4.6 and 4.7) and provide a link to it. That way you can also constrain the input however you'd like. What is the best way to incorporate the contact information? Create a drupal user and provide a link to that user? Or should I provide a flexinode field for the phone number and person's name...? I just want some ideas, as a new drupal user.
