The paypalpro module requires that you have a PayPal Business Account with Website Payments Pro enabled, as described here: https://www.paypal.com/us/cgi-bin/webscr?cmd=_wp-pro-overview-outside In your PayPal Business Account go to "My Account >> Profile
API Access" and request an API certificate. After it is created, you will be able to download the certificate which you then need to upload to your web server.

It won't allow you to accept credit cards, but it will allow you to accept payments through paypal.
