No taxonomy access control needed for that.
1. Go to: http://your-site-name.com/admin/build/modules and turn on the blog module; it is in the "Core - optional" section.
2. Go to: http://your-site-name.com//admin/user/access and check the box "edit own blog" for the user role you want to allow to be able to have a blog.
[As an aside, it's quite curious to me that there is even a check box available for the "anonymous" role.]
