[support] For cached filtered content, when to load css file?

Hi, I've written a filter, it works well when i set cache to FALSE. however when cache is enabled, it does not go into my function, instead i just loads content form cached table. But I need to load css file in my function. If cache is enabled, when and where is the best place to load css (or js) file? x.
