[support] Drupal 4.6.4 - bug?

Hello list, after upgrade to Drupal 4.6.4 I've noticed that linking news from RSS aggregator to blog (when you click on a small blue icon [b]) has a bug. Plese look at this screen (red mark in URL): http://dominik.skladanowski.net/_/drupal.png It looks like *&* from the URL is changing on *&* (HTML notation). Isn't it wrong use of htmlspecialchars()?
