[support] uninstall rules module

I would like to uninstall all rules module and its required modules when I uninstall 7.20 and then try to install 7.23 it crashes every time. I'm not sure what might be left behind that is causing this. I can install a new site and install rules 7.23 just fine. Any ideas or suggestions? My steps are below. drupal 7.22 1. go to modules 2 uncheck everything I can relating to rules untill I get all extra modules gone 3. go to the modules uninstall and unstill to all is gone. then I try and install latest version.
