HI Steve is right. Start with drupal theme and try to modify it. I don't think it is "just combination", because you want to keep only footer and header from drupal theme and the rest port from symphony, it needs some time. in the past I have spent couple of days doing 5 minutes job. If U don't find anybody here and can't do it youreslf try odesk.com. There are lots of guys for whom 100 bucks means a lot_and you may have it done for less...
