hi, Though I have not named the project, I have been working on a dreamweaver extension for drupal templates. Now it is in final test stage. It will be availabe for download very soon.
Features include
* a none-programmer can do everything in drupal theming * creating basic files with a single click. * adding Regions in few clicks * collapisble div * css switch * suck fish * graphic view * migrate between versions * Deleting unnecessary files

Well other thing you can add up are *Selection between fluid and fixed layout with minimum width *Edit-block like different Look and feel for different blocks mainly latest blogs, RSS, poll etc *If possible user specific or URL specific pages.
