Hi I'd like to upload my translation for the hebrew language. There is a current translation for the 4.6 branch. Yo upload my new translation do I need to open a new project? Do I need to somehow come to an agreement or to recieve permission from the 4.6 maintainer? Just trying to understand the underlaying process and dynamics
