This is a great idea, I don't think we do not have a translation to that language yet. Please create an issue at http://drupal.org/node/add/project-issue/webmasters and chose localize.drupal.org as component to file an application for a Dinka translation group. Be aware that Drupal has quite a few strings and you should try to get a few of your friends to help to distribute the load.
