I would use:
* CCK for creating a "business listing" node type
* views for creating several different browseable views of these
listings and/or the directory module, which is in CVS somewhere
* also: I haven't checked it out, but there is a "business card"
module that seems to do something interesting
I'm not sure what a "traditional" chamber website is supposed to be.
What are the goals of the site? I would say SEO and traffic to the
member businesses. Perhaps news and information for the local area
(also SEO as well as info to members) as well as highlighting several
businesses.
