 Given that I am not truely following the development discussions in detail,
 but looking at the types of discussions that are happening, I have a sense
 that many things are still in flux. And given that sense, It feels
 like there is not going to be a stable core API for some time.

 If there were a stable core API... Like Unix has one. then the software
 and modules written 10 years ago would still run. That is, things
 can change on the inside of the API, and they can change on the 
 outside of the API, but the API is realatively fixed and does not migrate
 a lot. 

 We see transformation of the modules interface over and over. 
 If we had a stable API, then 4.4 modules would work with 4.5, 4.6, 4.7
 It lends it self to compatability. 

 But I do not believe we are there in the discussions yet.

 I am not understanding what you are pointing out for drupal as a glue
 between Apps.
