[consulting] "How to write a RFP"

Here is another piece of advice, specially for the technically inclined.

Sometimes RFPs are just formalities, and things organization have
to do as a matter of procedure/formality. Some other times, by the
time you reach the contracting stage, requirements would have changed

Also, weigh in the amount of time you will need to write a response to the
RFP, vs. the probability of actually getting the job.

A project that has a high dollar figure with low probability of you getting
it may not warrant time you spend on it vs. a project for a lower amount
but is more guaranteed.

The time you spend in responding to the former, and not getting it will
be wasted time, and if you spend that time instead for the second project
you are paid.

Some shops even say it outright: "we do not bid on projects".
