I understand. I would not want to sign an invitation for someone with 
no reputation in the community or that did not know someone I know.

My comment was motivated out of a concern that people who might be 
known in the community and who's presence at the conference would be 
important can have a way of being vouched for and having a US entity 
issue the invitation if it is needed.

I'm not sure what documentation you are referring to.
