Hi Sam-

It depends on what you mean when you say, "CRM"

Saleforce is clearly focused on tracking/expediting marketing/sales  
functions; CiviCRM is much more focused on addressing needs faced by  
NGO's/nonprofit organizations.  You can build simple address books/ 
contact managers with cck/views, but it will take you a long time to  
develop the feature set of more mature CRM apps, and even then, what  
usually ends up happening with CRM develoment is that once you've  
mapped a business practice and modeled it in your CRM app, the  
business practice changes.

There is not "one size fits all" here: you need to map specific  
requirements to specific  environments and needs. The most critical  
requirement for a CRM is a client who is invested in making it work.  
If you've got a client who wants you to implement a CRM solution so  
that they don't have to manage it, run away, quickly (but politely).
