The large numbers of IE6 users is mostly because of the dominance of
Windows 2000 in some Intranets. Therefore 'nudging' the user into
upgrading won't work as the people in charge are Administrators.
Besides, IE7 cannot be installed in Windows 2000. (via msdn blog
<http://blogs.msdn.com/ie/archive/2005/05/27/422721.aspx>). Changing to
Win XP or similar will be an enormous investment for any company or
college. This is further worsened by the fact that there is no real
benefit to be had from upgrading to windows xp.

The emphasis on safari from clients must come from the consideration of
the number of Mac users and not necessarily the usage statistic.
