[consulting] Who exactly is this list for?

The above statement, "how to use ..." refers 100% to the support list.
Everyone will point you to the support list, #drupal-support, or
http://drupal.org/support if your question starts like that.  Even you did
it yourself - see below.  There is no difference whether you are asking a
support question for yourself or to meet a requirement of someone else.

So, the purpose of the Support mailing list is absolutely clear.  The
purpose of this list is obviously not.

It is unfortunate that this definition (or an improved version of it) did
not make it to a more prominent place than the list archives.
