  CKEditor has a button to "paste from Word" (and other methods, such as 
forcing every paste to be from Word) which I have used with some success 
when users were composing their post in Word.

To prevent GA and other scripts you can disable the <script> and other 
unwanted tags in your input filter, which does not depend on the rich 
text editor being enabled.
