The  higher end is going to be for people connected with a large services firm. The lower end is going to be offshore, up to school kids cutting their teeth.

It's us freelancers, who usually work alone, that have a hard time setting rates. Recruiters and other Drupallers tell me that my rates are fair, but hiring companies are balking at them. I know if I go much lower, I can't pay my rent.I just need to hook up with some services firm with regular work.
