[drupal-devel] How are patches to branches handled?

That was a suggestion on my part that would require more discussion.
For example, we would have to live with the potential for confusion,
and ask contributors not to break compatibility.
Or we could live with the current problem as it is.
Or we could have other proposals: anyone cares to propose them?
