[drupal-devel] Top navigation menu configuration

It's a known issue, and it's due to differences between phptemplate, 
and xtemplate, and the fact that phptemplate is in contrib, and the 
only way to modify the place it displays is in core.

It's come up here at the Drupal conference a few times. and it will be 
changed, but probably not for 4.6
