[development] Important mailing list change

Hello world,

this mailing list changed name: instead of drupal-devel at drupal.org,  
the mailing list is now called development at drupal.org.  The 'drupal-'  
prefix was a left-over from the drop.org era.  Note that the old e- 
mail address will continue to work.  Nonetheless, it's a good idea to  
update your address book and filters.
