Actually.. having many many many settings configurable via the
interface leads to clutter, which is a usability no-no.
Having the setting already in settings.php, but commented out and
documented is a much cleaner approach.
Any module COULD add an interface to change it, ie: on a per user
basis .. or whatever.
Also this is a site maintainer thing, not a designer thing. Two
people who use the same theme might not have the same requirements.
But this entire discussion is mostly moot because the new form api
uses the theme system, so the fact of the matter is it IS
overrideable, but
it is opt-out .. not opt-in (how it should be).
