Yes.

It's part of the design.

I have a patch in  the queue which extends the overriding mechanism,  
and also adds a way to change the defaults (which is neccesary for  
install profiles).

Unfortunately I just don't have any "Drupal Time" right now,but I  
will hopefully have again later this week.
