Could I ask you to elaborate a bit on the hassle?  Surely you're not 
checking every single submission to be sure that the author has the 
right to release the submission under the GPL?  My expectation is that 
everyone with checkin privileges has first (electronically) signed a 
such a statement, so I wouldn't expect the CVS maintainer to be involved 
unless an explicit complaint is made.
