Not every submission, but when I notice strange commits I do.

The problem is that people sometimes do not adhere to our TOS, like for 
example by uploading non-GPLed icons or other stuff. This sometimes 
comes to my attention either by my own observation or by pointers from 
others.

Since I am responsible for the CVS stuff I feel I should do something 
about such violations of our TOS, otherwise they'd become quite pointless.
