I do not like this. It does not degrade. Try it with JS switched of. 

And I dislike the idea of making CCK depending on this. It would build a line 
of dependencies: 
 Foo depends on CCK depends on Forms depends on Core. 
I
it means, in practice that any module that requires CCK is rather hard to 
install because it requires already two other modules to be installed.
