Agreed.

I think a form builder, and quite possibly constructing cck node  
types and views are tasks that are far better suited
to javascript implementations than tedious multi step forms and wizards.

I also don't believe that these admin tools should be provided with  
core, but core should be able to understand
the structures created by them.
