Why?

Timestamps are useless, because they won't match up with the timestamps 
of the actual source file (consider extract on localhost, upload via FTP 
toward remote host - timestamps are changed). And checksums would seem 
to only ever be used to validate upgrades, which seems to duplicate the 
schema_version in the system table.
