Maybe.

So long as making i18n work doesn't require hacking core,
modules are fine by me.  That Drupal provides no 'clean'
way to allow me to implement i18n is the real problem,
and the only one which *must* be fixed.

Somehow.  I really doubt many people care how it's done.
