[development] Move reset menu items to contrib?

Yes, it's a good way to recover from shooting yourself in the foot as a site 
admin.  An admin can use the menu editor to remove the admin options from the 
menu.  Oops.  I actually helped a guy out of this situation.  I gave him the 
URL for the editor and told him to use the reset menu option to get everything 
back to the starting point before he started experimenting.

For what it's worth.  I don't know if that qualifies as a "reasonably common 
use."  :-)
