[development] drupal.org linking to 4.7 beta 2 instead of beta 3

drupal.org dns has been redirected and should be fine in a few hours. 
I assume we'll get a post-mortem in a day or so.

The 4.7.0-beta3 link on homepage and announcement point to the right
places for me.
