Because it is an API, and looks like it will be THE API for voting, it will be 
maintained. So I would not worry about the monitor/track/audit part too much.

Let us please please please, not make the project.module mistake again: 
maintain a largish module with only custom-for-drupal.org-code, instead of 
having a module that is supported by a large community.
