[development] This is how we can get better help files

Hi,

Now that we have directories for each modules, we can have help files  
separated out. This way, the documentation folks do not need to create  
patches and so on.

This is the issue:

and I mailed devel because I think it deserves special attention.

Also, when we agree on that this is the right path to take, we will need  
to move quite some strings out of module files -- I accept helping hands.
